Description:: Encodes array of unique 8-state flags (0,1,2,3,4,5,6,7) into a single number.

Syntax:: flags call BIS_fnc_encodeFlags8
Parameters:: flags: Array of Numbers - collections of 8-state flags. Maximum number of flags is 12.
Return Value:: Number - encoded flags

Example 1:: private _encodedFlags = [7, 2, 3, 0, 1] call BIS_fnc_encodeFlags8; // 4311
