Flags can not be owned by vehicles! In ArmA, use "flag setFlagOwner driver tank1" or "flag1 setFlagOwner tank1d". Of course it won't work with empty vehicles. In OFP v1.96, the second example only works if tank1 is the name of a unit, not a variable refering to it.
