Parameters:
minSpeed: Number - in m/s
maxSpeed: Number - in m/s
minAlt: Number - in meters
maxAlt: Number - in meters
minDir: Number - in degrees
maxDir: Number - in degrees
targetOrPosition: Object or Position
Return Value:
Nothing
